Sehr geehrte Damen und Herren,
als Psychotherapeutin, Ausbilderin, Supervisorin, Autorin und ehemalige Präsidentin der DGTD e.V. sowie Vorsitzende der Bundesarbeitsgemeinschaft für bedarfsgerechte Nothilfe möchte ich eindringlich auf die dramatische Entwicklung rund um den Fonds Sexueller Missbrauch (FSM) aufmerksam machen.
Seit seiner Gründung im Mai 2013 hat der FSM vielen Betroffenen von sexualisierter Gewalt in Kindheit und Jugend erstmals einen direkten, unkomplizierten Zugang zu dringend benötigten Therapien und Hilfsmitteln eröffnet – ohne langwierige bürokratische Hürden. Für manche war er lebensrettend. Durch meine tägliche Arbeit mit Patient:innen und die Supervision von Kolleginnen und Kollegen weiß ich, wie dringend notwendig eine verlässliche, niedrigschwellige Versorgung für traumatisierte Menschen ist.
Ich erhalte täglich Hilferufe von Betroffenen – nicht nur aus der von mir gegründeten Online-Selbsthilfegruppe mit über 5.400 Mitgliedern, sondern auch von mir völlig unbekannten Menschen. Sie schreiben mir verzweifelt. Viele wissen nicht mehr weiter. Immer wieder lese ich, dass der Aufnahmestopp sie in eine tiefe Krise gestürzt hat, manche berichten offen von Suizidgedanken. Es geht hier nicht um abstrakte Verwaltungsvorgänge – es geht um Leben.
Schon die zuvor still eingeführte Regelung, dass Leistungen nur noch nachrangig erstattet werden und Betroffene in Vorleistung gehen müssen, war für viele eine nicht hinnehmbare Härte. Denn gerade die unkomplizierte, niedrigschwellige Hilfe war der ursprüngliche Grundgedanke des FSM. Für viele war es die einzige Möglichkeit, überhaupt Hilfe in Anspruch zu nehmen. Menschen, die durch schwere Gewalt in ihrer Kindheit gezeichnet wurden, sind oft nicht in der Lage, Therapien oder notwendige Hilfsmittel aus eigenen Mitteln vorzufinanzieren. Der FSM sollte genau diese Lücke schließen – nicht neue Hürden errichten.
Nun droht die vollständige Stilllegung: Ab dem 19. März 2025 wurden Erstanträge intern gestoppt, öffentlich bestätigt am 24. Juni 2025. Damit verlieren Betroffene ihre letzte Chance auf zeitnahe Unterstützung – in einer Lebenssituation, in der viele bereits am Limit sind. Therapien werden teils aus Erspartem begonnen, Wohnsituationen notdürftig stabilisiert, fragile Familienverhältnisse aufrechterhalten. Fachverbände wie BKSF, bff, BAG Forsa und DGfPI warnen zu Recht, dass der Fonds systemrelevant ist – und seine Abschaffung ein strukturelles Vakuum hinterlässt.
Auch der Betroffenenrat der UBSKM warnt in seiner Stellungnahme „Zurück ins Nichts!“: Die Schließung wurde ohne Einbindung der Betroffenen vorbereitet. Die Missbrauchsbeauftragte der Bundesregierung, Kerstin Claus, spricht vom „faktischen Ende“ eines zentralen Unterstützungssystems – ohne jede gesicherte Nachfolgelösung.
Diese Entwicklungen sind nicht hinnehmbar. Wenn der FSM ausläuft, wird genau das eintreten, was wir aus der Traumatherapie kennen: Spontan auftretende Traumafolgestörungen, schwerste psychische Krisen, Dissoziation, Suizidalität – ohne jeden rettenden Anker. Menschen ohne Rücklagen, ohne Lobby, ohne Stimme bleiben allein zurück.
Ich fordere deshalb im Namen aller Betroffenen und engagierten Fachleute:

- Unverzügliche und öffentliche Rücknahme des Aufnahmestopps für Erstanträge.

- Rechtliche Verankerung des FSM oder eines gleichwertigen Nachfolgemodells – mit dauerhaft gesicherter Finanzierung.

- Niedrigschwellige Übergangslösungen, solange kein neues System implementiert ist – damit niemand zwischen den Systemen verloren geht.

- Verpflichtende Transparenz und Einbindung von Betroffenenvertretungen und Fachgesellschaften in alle künftigen Entscheidungen.
Der Fonds ist nicht nur ein Instrument der Verwaltung – er war für viele Betroffene ein Zeichen dafür, dass der Staat sie sieht, dass ihre Geschichte zählt, dass ihnen endlich geglaubt wird. Diese symbolische und reale Anerkennung darf nicht sang- und klanglos abgeschafft werden.
Ich rufe Politik, Verwaltung und Zivilgesellschaft dringend auf: Sorgen Sie dafür, dass in Deutschland Hilfe für Betroffene sexualisierter Gewalt auch weiterhin erreichbar bleibt – verlässlich, niedrigschwellig, menschenwürdig. Es geht um nichts Geringeres als um das Überleben.
